Request Summary: This request is an update to 2A-2020-39036. Any and all currently applicable guidance, guidelines, policies, instructions, requirements, etc, which are relied upon by IRCC staff or other decision-makers if applicable (AI, outside contractors, etc) in determining whether or not an online communication (either using the Client Specific Enquiry or webform, or in attempting to link a paper application to an authorized representative portal account) from a person purporting to be a new or ongoing representative of an applicant, is accepted as coming from that person's representative. This should include, but is not necessarily limited to, under what circumstances a Use of Representative Form (IMM 5476) submitted in such a circumstance is considered sufficient or complete, versus insufficient and incomplete from January 1, 2021 to September 24, 2024.
