Please provide a copy of the records pertaining to the final approval package(s) signed by the Health Minister, or his delegated authority, that was/were sent to the Treasury Board in support of the implementation of the Policy. Include Health Canada-authored records that relate to the Government of Canada’s position that COVID-19 was actually a serious health threat to (healthy) federal employees such that mass vaccination was a justified and reasonable approach to controlling the spread of SARS-CoV-2, as indicated in policy objective 3.1.1.
